Performance evaluation method has been paid great attention and become the mainstream of enterprise human resource management at home and abroad. It is one of the most important ways to establish an orderly and complete performance appraisal system in the fierce market competition to motivate the creativity and interest of employees and solve the problems the enterprises facing so as to enhance the core competitiveness of the market.Taking JC Motor Company as the example, we selected the employees at the production line, one of the main production parts, as the sample to design the production employees performance appraisal system using methods of literature review, case studies and interviews.In this paper we pointed out the problems existing in the performance appraisal system of employees at the production line in JC company including blurring development double goals, single performance appraisal system, unscientific performance appraisal methods, imperfect performance evaluation standards, unrelated performance appraisal and enterprise development strategy, unobvious incentive appraisal. Aiming at these mentioned problems, we proposed the countermeasures: determining the evaluation objectives, clarifying the job responsibilities, functions and processes, Identifying the evaluation criteria, developing the evaluation projects and carrying the weight design, determining the appraisal subject, determining the evaluation time, establishing the results feedback mechanisms, establishing the implementation process. we used the key performance indicators and 360 ° performance evaluation method in the evaluation design and ultimately formed the skills and innovation as the development goals of the performance appraisal system of employees at the production line in JC Motor Company, which is accordance with the characteristics of the system and the automobile manufacturing industry and with the characteristics of the employees at the production line. At the final part, we proposed the safeguard mechanism to implement the new system: to further promote the JC Motor Company’s closed management, to establish flexible employment mechanism, to fully implement the recruitment system, to reform the income distribution system, to strictly specify the rewards and punishments. The system design is based on the characteristics of entire automobile manufacturing industry, and will play significant role in the application and sustainable development of China’s automobile manufacturing enterprises.
