| In 2015, China’s economic development has entered a new era, which is called the new normal state, China’s financial development has also entered into a new stage of development. We have noticed that the development of Internet Financing, which is regarded as the representative of the emerging industry, has a positive impact on the traditional financial industry. Financial development has entered a new phase which has stimulated the reform of the financial regulatory system, particularly the reform of local financial regulatory system.Taking Dongying city of Shandong Province as an example, this paper studies the reform of local government financial management system. In the macro level, the paper discusses the meaning, basic situation, features, functions and contents of financial supervision. Through the research on domestic and foreign financial management theory, and combining the basic situation of our banking, securities and insurance industries, the article expounds the necessity of financial regulatory reform in China. Corresponding to the current situation of Dongying city financial management system reform research, the article analyzes the financial management system of dongying city, which includes unclear responsibilities, imperfect regulatory system, regulatory inefficiency, enterprises financing difficulties and coinsurance problems. Then the paper puts forward suggestions on how to improve the social financing platform to strengthen the supervision of the financial industry and to perfect the relevant laws and regulations.Using the method of literature review, this paper makes a comprehensive summary of the research of local financial management, and puts forward some suggestions on the development level of financial management in Dongying City. Using the system analysis method, especially the SWOT model, this paper analyses the financial management system of Dongying City, and finally puts forward some suggestions on the improvement of local financial management. |
