To any country or region who wants to transform from traditional agricultural civilization to modern industrial civilization,industrialization is an important stage of insurmountable.In this stage of Industrialization development, here along with a large adjustment of economic structure, and with promoting the national economy towards industrialization, professional and marketization.So, industrialization is the’engine to promote the economic development of a country or region, it’s the core of economic development, is an inevitable stage of the modernization process.This paper firstly introduced the content and related theories of the new type industrialization, and analyzed the history and status of the Corps thirteen division’s new type industrialization,summarized the characteristics of the thirteen division’s new industrialization.Secondly, this paper analyzed and evaluated the development process of the new industrialization of the thirteen division, and gave the judgment that the thirteen division in the middle stage of new industrialization.Based on the detail analysis of the advantage infrastructure weaknesses, divisions and opportunities of thirteen division’s development of new type industrialization,used swot matrix combination model strategy, worked out that the thirteen division road of new industrialization should take advantage of Hamilton resources, combined with counterparts Yuanjiang opportunity to actively East Midlands to undertake industrial transfer; using Hami geographical advantages, combined with the construction of the Silk Road economic opportunities, to develop equipment manufacturing; use of existing industrial advantages, speed up industrial clusters, speeding up industrial clusters, speeding up construction of circular economy; use of resources and existing industries, vigorously development of recycling economy; use of geographical advantages, vigorously toward the west open to neighboring countries to open strategy.On this basis, we proposed the guiding ideology of the thirteen divisions’new type industrialization, adhere to the changing patterns of development and economic restructuring as the main line, promote industrialization and the depth of integration of information technology to promote the resource advantages into economic advantages, efforts to build faster growth, high-tech, wide radiation driven, good economic returns, coordination and reasonable industrial structure, employment and more efficient use of resources, ecological environment of modern industrial system of sustainable development.The basic principle is to adhere to the concept of sustainable development, environmental discharge standards and resolutely work to do; adhere to the industrial transformation of development mode and adjust the internal structure; adhere to institutional innovation, establish and improve the modern enterprise system; focus on improving the livelihood of the people,to improve the the masses of workers quality of life, etc.The development Strategy is relying Hami resources, vigorously imply the strategy of advantageous resources transformation; peed up the training of industrial clusters,arounding the existing and the development of basic industries, relying on the existing industrial structure, vigorously imply the circular economy development strategy; gave full use of Yuanjiang good policies, undertake the East central industrial transfer actively, give full use of Silk Road good economic historical opportunity to develop equipment manufacturing,developing the technology of information, information technology to stimulate industrialization; standardize enterprise management system, and enhance the vitality and strength of the enterprises.
