The meaning of the regulation of the Triple Play of Guangdong government can be concluded as: Guangdong government regulate and manage the business and functions of Internet, the net of telecommunication and the net of radio & television. According to the “The Promotion Plan of Triple Play”, Guangdong government establishes its own working schedule;on the other hand, it also plays some roles in the program of IPTV. However, there are three problems can be seen in the regulation of Guangdong government: Firstly, its regulation is confused; secondly, its regulation is weak; thirdly, its regulation can be said as the dereliction of duty. The reason why such problems will appear can be concluded as the following three aspects:Firstly, there is no the proper accordance of the regulation; secondly, the development of the factors in the Triple Play is not balanced; thirdly, it is very difficult to find a suitable position of the foothold to settle the regulation. In order to solve the above problems, five ways can be taken:Firstly, letting the law in front of the measures. Secondly, ensure the fairness of the competition.Thirdly, eliminate the monopoly step by step. Fourthly, construct the vibrant LAN. Fifthly,establish the method of the transferring of the managers.
