With the deepening of globalization, the connection of different regions and countries has been closely linked. The world has become interdependent on economy, communication, human ideal and other aspects, and been aware of integrating world economy system by cooperation is a significant approach to achieve political and economy value which urges the cooperation to be a research focus to relative scholars in each country. Presently, they have wildly acknowledged that cooperation is a complex system. For example, Paul Krugman, in 1991, had mentioned the core-periphery model in which analyzed the cooperation in the international region between developed and underdeveloped countries is a complex system with non-simple influential factor. Research approach, however, mainly focus on linear and static analysis. For instance, Japanese scholar Ushimaru‘s work System Theory on Strategic Cooperation in which he employs system dynamics to simulate the cooperative system and analyze the major factor of affecting cooperation. But his approach is essentially linear and static. Research perspective performs the subjective homogeneity as an entry point, such as Bao Jianyun’s work Economic Analysis on the Cooperation in the International Region, he investigated the cooperation of homogeneous subjects among China, Vietnam, Mongolia, Korea, etc, which result in certain deviation between research conclusion and operational laws of heterogeneous multi-agent cooperation with complex system features. Therefore, this paper tries to apply complex system science and method of evolutionary dynamics to analyze the cooperative issue of multi-agent and international region. Basing on the theoretical basis of international cooperation, citing the approach of system and evolutionary dynamics to analyze the mechanism of it, revealing the evolutionary laws of heterogeneous and multi-agent cooperation in international region, and proceeding dynamic system simulation, which broaden the research area of applied economics and, meanwhile, complement the method system of this subject.This paper consists of six parts. The first chapter mainly expound the significance of research’s title and background, literature reviews present state at home and abroad, research aim and details of current cooperation mechanism, ultimately summarize and grasp this paper. The second chapter states the theory of cooperative theory and research approach, and offers essential analysis approach. The third chapter in terms of heterogeneous and multi-agent cooperation features to analyze the influential factor of it, depending on which establish the cause and effect diagram of system dynamics. The fourth chapter is based on the cause and effect diagram of system dynamics to compile DYNOMA equation, structure flow diagram of it to proceed simulation. The fifth chapter is rooted the basic data of Northeast Asia countries include China, Japan, South Korea and Russia, then put the data into the flow diagram and empirically analyze the simulation result. The sixth chapter sets forth the conclusion and outlook.
