The Research On The Financial Regulaion Of Local Government

The perfection of local financial supervision system is of great significance to deepen the financial reform and safeguard financial stability. The third plenary session of the 18 th Conference of CCP emphasized the issue of improving the supervision coordination mechanism and defining the financial regulatory responsibilities and risk management obligations of the central and local government. The improvement of local financial management system has been taken as one of the reform tasks of Wenzhou Financial Comprehensive Reform. With the background of Wenzhou financial reform,the local government has made great efforts on the exploration and innovation of the local financial management system.Based on the present study abroad and at home,this thesis integrates the theories and methods of several studies,such as public economics,public management,and public theory. With Wenzhou financial reform as the background, the paper starts from the definition and theory of financial regulation,and then focuses on the specific practices of local financial regulation in Wenzhou. It introduces the current situation and analyzes the experience and problems of Wenzhou,especially its practices in terms of private lending. In the fourth chapter, the paper discusses the experience of foreign countries. Finally, the thesis proposes some suggestions of improving the financial regulation of local government,so as to improve the financial management mechanism of local government and to deepen the financial reform.
