Research On The Management Of Donghai County Government Financing Platform

Since 2008, the local government financing platform has developed rapidly, and this promoted the local economy development effectively. In 2010, the large number and huge amount of debt caused widespread concern from the national regulatory authorities and the theoretical eyes. Similar to other parts of the country, the establishment of government financing platform in Donghai County has promoted the process of urbanization, improved the people’s livelihood. However, there are some problems such as the existence of debt growth. The good operation of the government financing platform in Donghai County has a realistic and far-reaching impact on the local economy development. Thus, it is of great significance to strengthen the research on the government financing platform in Donghai County.This paper takes the government financing platform in Donghai County as the research object. Firstly, it defines the basic connotation of financing platform, and analyzes its causes, historical evolution, types, characteristics, functions and so on. Based on the related research and investigation, the paper researched the characteristics, necessity, the development course and etc, of Donghai County government financing platform. The paper choose the Furudonghai company as an example to analyze the operation of Donghai County government financing platform. Secondly, the paper studied the practical problems during the developing of the government financing platform in Donghai County, based on field survey and empirical research. Finally, the paper try to find effective solutions from the three levels of country government, the Donghai County government, and the financing platform.The central government should promote the reform of fiscal and taxation system, government performance evaluation, and moderate increase of local bond issuance scale; Donghai County government should set up a specialized financing platform, improve the debt management system, improve the financial strength, and timely financing platform for real transformation, etc., the financing platform itself should improve the corporate governance structure, establish a diversified financing channels, strengthen personnel training.
