Coal resource is the basic energy in China. With the rapid development of economy, the demand for coal resources will be high. This will exhaust the coal resources. Therefore, it is very important to protect and realize the sustainable development of coal resources. In China, the land and resources management departments still use traditional documents mode to manage the coal resources. This way is too scattered, and unable to share, query and manage the data. With the development of computer technology, software technology and network technology, especially the use of GIS technology, the coal resources informatization, high efficiency, computerization and networking management can become a reality.In this paper, we build a municipal coal resources information management system based on C/S and B/S mode. The system is applied to the management of coal resources in land resources departments. The important contents of this paper are:(1) Analysis and comparison the existing coal resource information management technology and GIS technology, C/S and B/S mode. In this stage, discusses the study on three-tier C/S and B/S system structure.(2) Analysis the performance requirement and coal resource management status of Yangquan City. The research of system functionality and data flow based on the design disciplines.(3) Describes the research of the database requirement, spatial data structure, and storage model. In this stage, mainly discusses the logical and physical structure of the system database, the technology to link the spatial database and attribute database, realization of the layer structure, and construction of coal resources back-end database.(4) Collection and classification the resource data. Discusses use of Map GIS to do the map vectorization and digitization, conversion of the non-Map GIS format, and other procedures.(5) The research of the Map GIS MFC class library secondary development method, object orientation and modular development technology. In this stage, discusses realization of the visualized management of the multi-source, heterogeneous and huge coal resources.This paper takes Map GIS MFC class library as the secondary development method, VC++6.0 as development platform, tries to develop a coal resources information management system. The system integrate multi-mode graphics, attribute data querying, real-time data editing, multiple statistics and outputting. And we realized the coal resources management system based on three-tier C/S and B/S mode for a city. It enhances the use value, security and management level of coal resources. And it has a good role in promoting the informatization of coal resources management.
