Market competition has become more and more fierce in China’s financial services industry. Starting with a single state-owned bank, the industry now has multiple market players including foreign banks, joint-stock commercial banks and state-owned commercial banks. Facing such a challenge as a recently set-up bank, Postal Savings Bank of China has to be operated and managed with a higher standard in order to survive and thrive. As talent is the key factor of seizing a leading place in this competition, it is vital to know how the bank can establish an effective incentive system that is able to increase the staffs enthusiasm, so that it can retain talents and improve competitive strength and service quality. Currently only Agricultural Bank of China, Rural Credit Cooperatives and Agricultural Development Bank are authorized financial institutions in rural financial systems, but in a very limited amount. Absence of such institutions, perhaps due to service target and scale, is a great disadvantage for economy development in rural areas, where postal savings serve as a "pump", shifting capital from rural areas to urban industry and business, and accelerating the imbalance of supply-demand relationship in rural areas. As a result, such areas experience a rapid growth of unauthorized financial institutions. Therefore, well-developed postal savings banks are necessary for a healthier development of economy in rural areas.Based on the above-mentioned background, this thesis studies the staff training system of Postal Savings Bank of China Ningyuan Branch, explores detailed approaches of staff training. By focusing on strengthening self-learning capacity of the staff, we attempt to improve the business performance and efficiency in this organization. The principle theory of this thesis is human resources training theory, and research methods include discussion with staff and questionnaire-based survey. We also look into the staff training system in this organization, gathering a profound amount of material and referring to training approaches of advanced domestic and foreign enterprises in support of designing a set of training approach that fits this institution. With appropriate execution of such training plans, we believe that Ningyuan branch will be able to help develop rural economy even better.
