Study On Electric Power Universal Service Positive Externalities Mechanism And Quantization

Universal service is government functions that led by the government, bear by the power companies, benefiting the whole society, which is focusing on improving the quality of life in remote backward areas. Universal service recipients is primarily aimed at families living in remote areas or low-income urban residents, which can greatly enhance the implementation of the aided areas and groups of social welfare.Due to energy is a kind of special commodity had quasi-public product attributes, intangible and could not be large-scale storage, It must be transmitted through the grid and achieved instantaneous balance of production and consumption, the high marginal cost of electricity supply of universal service was determined by the highly coordinated technical association of electricity for its generation, transmission, distribution and sale. From the perspective of electricity consumption, it had become a basic energy consumption requirement of modern social production and living. Price demand elasticity of electricity service is very small. Only quantitative analysis was carried out by government for positive externalities arising from power companies in the implementation of universal service, policy compensate for the power companies could be scientific and rational drew up.This article analyzes the positive externalities universal service mechanism, building a quantitative model, including the following sections:(1) It first introduced the meaning of universal service. According to its connotation, it analyzes the universal service responsible body, including the recipients of the subject, the main responsibility of the implementation of the body’s functions.(2) According to economic theory, which analyzes the universal service mechanism positive externalities both from the perspective of the whole society and the implementation of the body.(3) It build quantitative models to measure the social, economic and environmental positive externalities of electricity universal service.The results can be displayed the quantitative impact of economy, social and environment when it increases per unit of electrical energy in the aided area.(4) Based on the analysis of the universal service in Yunnan province, it makes the empirical analysis, building quantitative models to measure the social, economic and environmental positive externalities.
