Comprehensive budget management is a management system which plays an important role in the maturity and development of modern enterprises. From the last century 20’s, the comprehensive budget management is applied to enterprise management, and achieved good results, but also more business managers adopted, became the standard operating procedures for enterprises. The budget management system, which is a comprehensive budget management system which has many functions such as control, encouragement and evaluation, is now being developed by the initial planning and coordination tools. It plays an important role in the implementation of enterprise management strategy and enterprise internal management. In China, although it is also required to implement comprehensive budget management in state-owned enterprises, however, due to the short application time, the theoretical and practical research is not enough depth and other factors, the development of comprehensive budget management in our country is not yet mature, the application of comprehensive budget management in enterprise management has become a subject worthy of study because of its short application time and many imperfections.Starting from the basic theory of comprehensive budget management.
