The mobile communication industry in Yanbian, as one of the most potential and the fastest growing industries, has drawn all concern and attention. Before the reform and opening up, the whole telecommu-nication market had been monopolized by The Ministry of Posts and Telecommunications, and the establishment of Yanbian Union indicated that Yanbian mobile communication industry had transformed into duo-poly from monopoly in 1999; after several reorganizations, the mobile communication industry reformed into oligopoly market structure with three new operators in 2008, which were new Yanbian Mobile, new Yan-bian Uni com and new Yanbian Telecom. Great changes have taken place in Yanbian mobile communication industry, but there were seldom stu-dies on that the change of the structure in Yanbian mobile communica-tion industry will bring what changes of conduct and performance.The paper analyzes Yanbian mobile communication industry based on the western industrial organization theory’Structure-Conduct-Performance’(SCP) paradigm. With empirical research as the main means, the theory breaks the specific industry down into three areas of structure, conduct, performance, and draw the correlation among industrial structure, enterprise conduct and market performance. Therefore, based on the SCP paradigm of industrial organization theory, treating he three operators after Yanbian mobile communication indus-try recombination in 2008 as the main research objects, using a lot of detailed data, analyzes how the changes in Yanbian mobile communica-tions industry structure affect the operators’conduct and then lead to the changes in the market performance, the last, gives suggestions for the government and operators. It is found that the mobile communi-cation industry in Yanbian is an oligopoly market structure, and the 2G market is different from the 3G market and 4G market. Operators gain more market share by more favorable tariff packages, and the competition in the 3G & 4G market is more intense, at the same time, operators build brand awareness to achieve subjective mobile’s market performance is much higher than the other two operators, and Yanbian Unicom’s market performance is slightly higher than Yanbian Telecom.
