The Research Of Zaozhuang Centralized Treasury Payment From The Perspective Of Budget Enforcement

The Centralized Treasury Payment (CTP) reform is the major focus to national reformation of economic system. It is one of the preconditions that relates to the very success of the deeper reformation. A sound CTP helps establishing the fundamental financial framework. The transparency and efficiency it provides can prevent corruption from the source, which is key step and instrument to realize the China Dream of national renaissance by truly becoming a super power. The CTP research is no doubt an important study.Since the great reformation and opening up, along with the great development of both economy and society, the concept of Public Finance came into being and well established. The traditional financial management of treasury is to use multiple assorted accounts for financial transactions, and the scattered payments have raised many issues during the process of reformation. Disadvantages such as lack of regulation and transparency which result in peculation, old and complex operation system which result in low efficiency, and slow information feedback and inaccurate budget enforcement which result in crippled macroeconomic control, have raised the desperate need for new financial reform, especially CTP. As an important part of the treasury management system reform, CTP reform has no doubt attracted great widespread concern due to its great influence and deeply involvement in multiple interest groups.In this paper, I studied the Zaozhuang Bureau of Finance which I worked for extended period, using knowledge of public management, fully utilizing the ideas and resources I accumulated in work, so that CTP reform could be understood and analyzed from the stand of budget enforcement, which is a very clear and direct way. Meanwhile, for the issues exposed in the study process, such as drawbacks in framework, staff, supervision, and interest coordination, I managed to analyze them in order to find valid solutions. In this way, I can find answers to further enhance the CTP system, and hopefully provide informed reference to similar scenarios in other cities.Overall, this paper researches CTP in the most direct way of budget enforcement, aims to summarize the achievements of reform and study issues to find solutions. Today we are the proteges of the foreigners with advanced systems, but tomorrow we shall become the mentors. The successful financial experience we learned can serve great domestic needs, especially in constructing sound financial infrastructure that the deeper reformation relies on. In time, with the contribution of CTP reform, efficiency of government can be greatly improved, and along with it, the overall happiness of people.
