With the development of the Internet, new business models have emerged in the tourism industry. Based on the high spread of the Internet, anonymity, interactivity, ease of sharing and personalized features, and more and more tourists through the Internet platform for the sharing of information and access to resources, visitors use Internet media to communicate more and more common. Because tourism product production and consumption characteristics of tourists and the synchronization of high perceived risk of purchase, so you need to reduce the tourists to tourist products through the uncertainties, enhance the tourism experience, travel to increase the purchase value of the product. Therefore, the customer spontaneously generated by the emergence of online reviews and complete reversal of the traditional tourist decision-making process, more and more travelers rely on online reviews as a basis for purchasing decisions. As overseas traveler’s entry points of interest shifting to second-tier cities slowly, second-tier cities are facing a new opportunity for development of tourism. How accurate can attract and capture these overseas visitors, is that these cities are facing challenges.This thesis uses literature research in collecting, sorting and abroad on the basis of the research literature, summed up the online reviews and decision-making research of the relationship between tourists and related theory through the experimental method and questionnaire, conducted online questionnaire for potential foreign tourists.
