Study Of The Operating Mechanism Of Small And Micro Enterprises’ Technological Innovation

Facing the new situation of the rapid development of economy, technological innovation is the key factor of the enterprises’ core competitiveness. The 17th CPC National Congress have made "reinforcing independent innovation and building the innovative country" as the core of our national development strategy. In the 12th "five-year plan" missions, the technological innovation also have been the focus policy to accelerate economic restructuring. Technological innovation work has been vigorously promoted by our country, many enterprises have established R&D center, technology center, and gradually become the main of our national technological innovation system. However, the enterprises’ effect of technological innovation is not ideal. At present, the research on enterprises’ technological innovation almost focused on the theory of technological innovation, innovation system and innovation mode and so on, lacked of the research about building the business-related technological innovation system and analyzing the operation mechanism, for small and micro enterprises is even so. In our country’s enterprises, the number of small and micro enterprise is the largest, they are flexible, technological innovation is the key technique to promote their development. So, the study of technological innovation problem of small and micro enterprises has profound significance to drive rapid development of our country’s economy.This paper uses ISM to study on the technological innovation of small and micro enterprises. Firstly, summarizing the key innovation influencing factor by reading literatures, make sure the interactive relationship between those factors, use the ISM model to build up the structural model. Secondly, according to the model, explains the structure of the system from the internal system and external environmental factors. Then, the paper analyzes the innovation system operating mechanism of small and micro enterprises, mainly expounds the dynamic mechanism, decision-making mechanism, incentive mechanism and R&D mechanism, hope to provide logic frame which can be operated to small and micro enterprise to reasonably build and effectively work the enterprises’technological innovation system.
