Research On Refining Management Of Fisical Investment Evaluation

In recent years, fisical investment evaluation has developed greatly, transforming from initially realizing “big development, big leap, big breakthrough”to “comprehensive, whole process and wide coverage”. However, because the establishment of fisical investment evaluation institutions has not established for a long time, the system of laws and regulations and relevant rules are incomplete, imperfect theory and the practice being in exploration stage. The gradual expansion of the scale of public finance investment in China sets higher requirements and challenges to the management of fisical investment evaluation. Therefore, exploreing how to establish a sound management model,which can strengthen the financial investment management functions, strengthen the supervision of financial expenditure budget effectively, and improve the performance of the use of funds, influences the fiscal system reform whether can successfully achieve the goal. It is of great significance to establish a modern fiscal system for China.Based on the development status of fisical investment evaluation and needs of future financial reform and development, this paper systematically studys the improvement management system of the fisical investment evaluation. Based on the comprehensive analysis, summary of the development and evolution process of the fisical investment evaluation management in China, this paper mainly takes the fisical investment evaluation management in H Province for example, specifically analyzing the current problems existing in the fisical investment evaluation management, and puts forward corresponding suggestions and countermeasures according to the these problems and direction of the fisical investment evaluation function transformation in order to provide a focal point and a breakthrough for optimizing the management mechanism of fisical investment evaluation, to build technology platform for budget performance, and to provide the necessary technical support for the improvement of scientific and refined level of financial management and the construction of modern fiscal system.First of all, this paper summarizes the development course of finance investment evaluation, the scope of the review, assessment content, assessment procedures, and describes management mode of the fisical investment evaluation in detail from personnel management mode, organization management mode, business management mode three aspects. Secondly, it re-grasps the connotation of the financial investment review.It analyzes the theoretical and practical significance of perfecting the fisical investment evaluation, and discusses the basis of the improvement of the fisical investment evaluation combined with the current direction of the functions transition of fisical investment evaluation,what is to service for establishing the project budget audit mechanism, for establishing the project expenditure standard system, for establishing the government budget project performance evaluation system. At the same time, it also introduces the exploration and reference of fisical investment evaluation management in some areas of China. Finally, according to the development status of the fisical investment evaluation work in H province in recent years, the last part deeply analyse the current problems and shortcomings, and put forward the optimization idea from four aspects :organizational management system construction, business management system construction, legal system construction and support system construction, whose aim is to improve the management of China’s fisical investment evaluation further in order to improve the management of China’s fisical investment evaluation further, and to promote the scientific and meticulous level of public finance management.This paper has a certain theoretical significance and reference value.
