Under the big time background of society, strategic plan has been a management topic that it is necessary to every enterprise to develop, therefor, strategic implementation should be faced as well. But in reality, strategic plan is divorced from strategic seriously. There are so many problems in the enterprise, it has strategy without management, has project without execution, has plan without implementation. It is a difficult problem to so many enterprisers to straighten out the logic between strategic plan and operations management, to achieve the linkage of project and execution. With the rise of global strategic implementation new science, the BSC(Balanced Score Card) is gradually becoming one vital tool after many years development. It is able to turn strategic decomposition step by step via strategic map, BSC and action plan to turn strategy into action, realizing the seamless joint between planning and operating strategy implementation.The company named H as an old state-owned enterprise has a good momentum of development and rapid changing of business conditions. But under the background of national industrial structure adjustment, reform of state-owned enterprises, economic transformation, the enterprise leaders assess the situation and find problems in the aspect of strategy implementation which are increasingly serious. The enterprise decides to use strategic performance management system based on BSC to change management and strengthen execution.H company is the specific research object in this paper. The paper rebuilds strategic performance management system based on BSC core ideas, which improves management maturity and operation quality. Firstly, the paper introduced problems existing in the aspect of strategic management in some companies, described the research background, content and train of thought, pointed out the purpose and main innovation of the research. Secondly, it mainly describes basic content and development course of BSC and relevant knowledge of strategic management and organization performance management, which provides a theoretical support for the study of subject. Thirdly, in the paper main body part, it introduced enterprise basic situation, personnel situation, organization situation. It discovered problems of the current performance management system in the company by questionnaire survey and benchmarking comparison providing input for the research subject. In the stage of BSC strategic performance management system substantial design, first step, strategic map of H company is drawn by using a series of traditional strategic analysis tools which analyze enterprise internal and external environment and customer value proposition. Second step, it finds core evaluation index of strategic themes and objectives and relevant supporting a plan of action by linking strategic map and BSC, resulting that the BSC is compiled. Third step, system of department performance evaluation is set up based on three aspects such as core evaluation index decomposition, department responsibility abstractions and collaborative demand analysis of related department. Then streamline screening and weight set is achieved with weighting factor method and analytic hierarchy process to ensure fair. Forth step, operation system of strategic performance management is designed by designing performance management process, provisions and related forms to make the strategic performance management stylized and institutionalized. At last, the paper describes achievement in the building process of strategic performance management system, and its actual effect being carried out more than one year. Research prospect of strategic performance management system is forecasted.By researching, this paper explores a set of scientific method and practical experience of the BSC strategic performance management system, and has important reference signification to related companies to launch similar work.
