The employment city selection of graduate plays a crucial role on discriminating candidates for enterprises and has a great impact on allocation of the regional human resources and regional socio-economic operation and development. As the deepening reform of China’s economic system and educational system, it is increasingly prominent for employment structure of graduates to lose balance. The Ministry of Education and relevant departments carry out policies and conduct related research project, hoping to explore a new path by retaining and attracting talent to achieve coordinated development of regional economy. However, research on area selection and mechanism of personnel flow is less, the index system is old, as well as the study on factors influencing from the perspective of individual behavior is also very limited. Therefore, the analysis of graduates’ City Selection factors from view of individual behavior is worthy of further exploration.Based on the summaries of existing research results, the analysis of literature and investigation, the index system closer to reality is set up. Then, Survey data are collected using questionnaires and data set being preprocessed. Finally, based on the maximum utility theory and multivariate analysis, factors analysis model are built to explore the relationship between decision-making behavior and talent flow. Besides, the models use exploratory factor analysis combining confirmatory factor analysis to analyze the relationship between the dominant variables and latent variables firstly. On this basis, this paper establishes a discrete choice model to study the factors on the decision when making rational choice, and then comes to a result that the relationship between behavior and behavioral outcomes.The main conclusions are as follows:(1) The new index system is more reality on analyzing the impact on the employment site selection from the view of decision-making.(2) There are some difference in factors between undergraduate and graduate students by factor analysis.(3) By using discrete choice model analysis, we can find out the impact of individual preference what is to stay in the city of graduation, or go to a third city and find out the marginal factors, which is very important for guiding employment and making sure the talents’ decision of selecting city.The main innovations are as follows:(1) The index system which is using decision-making though and considering factors of living and environment fit practical life.(2) The introduction of discrete choice method can solve the relation problem between decision and the flow of talent, which can solve the measurement problem of hidden variables with quantitative analysis that combine multifactor with talents’ behavior, and then it makes up the lack of empirical analysis on this subject.
