Study On Evaluation Index System Of Green-Transportation Development In Small And Medium-sizes Cities

Small and medium-sized cities play an irreplaceable role in Chinese urbanization and economic development, which attracts great attention of the government. With the rapid development of urbanization and motorization in recent years, many problems are occurring, such as the excessive growth of private cars, motorcycles,lack of competition in public transportation, low density of road network. In the urban development trends of "low-carbon green travel", in order to avoid repeating the future "traffic problems" of the big cities, Small and medium-sized cities choose the green transport development mode and optimize the structure of its own traffic, which helps to improve the traffic environment and improve residents quality of life,promoting the healthy development of the whole society. Based on this background,within the urban green transport system for the study, this paper explores the direction and thinking of their future development, the main research contents are as follows:(1) Based on analysis of connotation and cases of urban green transportation and traffic characteristics, we summarize the characteristics of urban green transportation system. Learning from practicing green transportation development at home and abroad, the paper broach small and medium-sized cities green transportation target system from seven aspects, such as environment-friendly, resource-saving and optimization, transportation infrastructure, transport system green efficiency, traffic management policy offers, socio-economic development.(2) Based on green transportation development objectives, in accordance with the "target-guidelines-index layers" three-level structure of index system of research ideas, the paper build urban green transportation development evaluation index system and comprehensive evaluation model and propose medium and small urban green transportation development strategy from micro and macro two researching.(3) The application of the evaluation index system and evaluation model in the green transportation development of the medium and small cities--Zhoushan City in Zhejiang Province to evaluate Zhoushan green transportation development level as "average". According to the existing problems, combined with traffic conditions, the paper offers us the strategy and advice about development of green transport.
