Research On Working System And Operating Mechanism Of Enterprise Competitive Technical Intelligence Under Open Innovation

With the changing of competitive environment, the improving mobility of highly skilled employees, the number of intelligent employees increases, shortening product life cycle, the impact of technological innovation on enterprise competitiveness increases,many enterprises change technological innovation and development model from the "closed innovation" to "open innovation", extending from the simple innovation of independent research to cooperation with the outside world, paying more attention to the interaction of internal and external innovation resources,not only attracting external resources for innovation, but also intending to outflow some internal resources. In this case, companies should not only be familiar with the internal development of technology needs, but also need to fully grasp the changes in the external market environment, product needs of users, the development of key technologies, competitors and other relevant circumstances in order to make a better strategic decision, enhancing their technological innovation capacity to win competitive advantage.Open innovation environment for competitive technical intelligence work puts forward higher requirements. The traditional closed-end ideas and methods of intelligence work’s high cost, lack of intelligence officers, are all single urgent intelligence work to solve. However, open innovation for the development of intelligence work provides a new idea. Enterprise expands intelligence service targets, in order to solve the problem of intelligence partners, improving innovation efficiency; making full use of external resources, innovating intelligence work. With the help of third-party organization or professional intelligence community wisdom,it breaks the bottleneck of internal intelligence work and makes up the weakness of human and financial resources.This paper uses literature classification analysis, comparative analysis, theoretical research and case analysis combined method, on the base of researching open innovation and competitive intelligence research, it excavates the link between open innovation and technological competitive intelligence and discusses the lack of competitive technical intelligence under open innovation environment and demand for competitive technical intelligence presented by environment.it also analyses the necessity of reconstruction of new and innovative environmental technologies under the competitive Intelligence system Construction, the full integration of Herring model, "crowd sourcing", "outsourcing" and so on, building a working system of competitive technical intelligence under open innovation environment. It introduces details of the arrangement of the system and characteristics workflow, operating mechanism and safeguards of three types of intelligent work---"Self-service", "crowd sourcing", "outsourced".Finally, this paper verifies the feasibility and effectiveness of the system with actual cases Haier Group intelligence work.The innovation points of this paper includes the following two aspects:First, expanding the enterprise competitive technical intelligence services to better adapt to the open innovation environment and improve the technological innovation efficiency of enterprises; second, building the system of enterprise technology competitive intelligence work under the open innovation environment, clearing the objectives of business intelligence, designing scientific intelligence workflow and diversified intelligence work, further improving the corporate technology competitive intelligence work; and basing on the case of the intelligence work of Haier Group, proving the effectiveness and feasibility of the intelligence system.
