With the rapid development of global informationization contemporary, customers expressing higher requirements for the immediacy and convenience of commodity trading, the electronic commerce arises at the historic moment. In order to meet the new requirements of the customers based on electronic commerce, lots of sales enterprise had begun to implement "Internet plus" plan, most of them adopting the new double channel pattern which called "Internet plus traditional sales". A multi-echelon hierarchy distribution inventory system (also called the virtual warehouse) is the key component of this double channel pattern, and had gradually becoming more and more hot research issue in academia, in the corporate world and around society. Throughout most of the existing research on hierarchy distribution inventory system structure, we found that most of the researchers focus on the inventory control, cost optimization, and two-level hierarchy distribution inventory system transshipment. In terms of double-channel pattern, previous research mainly focus on the channel conflict and coordination contract, profit distribution and pricing strategy. In fact, the hierarchy distribution inventory of double channel pattern is not a simple two-level structure, on the contrary, it is a complicated system which has uncertain open structure. The inventory, dynamic transshipment mechanism have an effect on total cost and service time of enterprise while the system node facing order demand emergency gap. In view of this, under the structure of the system, this thesis aimed at the multi-level hierarchy distribution inventory system transshipment mechanism and its decision strategy with the relevant characteristic of enterprise.To begin with, establish standard organization structure of the multi-echelon hierarchy distribution inventory system according to the relevant academic theory and actual situation, in the meantime, analyze its order processing mode and difficulties. Besides, modeling the multi-echelon hierarchy distribution inventory system use Analytical Target Cascading (ATC). Moreover, select suitable solution sequence, coordination strategy and local optimization method to figure out the optimal solution under differ channel (Online and Offline) scenario, and then discuss the effectiveness of ATC to the transshipment decision processing of the multi-echelon hierarchy distribution inventory system. Last, an optimal module of multi-echelon hierarchy distribution inventory transshipment has been designed and developed on the foundation of the finished electronic commerce management system. This study demonstrated that in double channel distribution mode, consider transaction cost, transportation cost etc. while facing emergency order demand gap, ATC has the effectiveness for the decision processing of the multi- echelon hierarchy distribution inventory system transshipment.
