Empirical Analysis Of Corn Spatial Distribution Variation In Liaoning Province

The 2008 outbreak of the global financial crisis makes the international market of agricultural products into the winter, and the prices of agricultural products fell, inevitably, China’s agricultural product market met the same situation. China began to implement the plan of purchasing and storage of corn in China, and corn acreage increased, but the policy also brings negative impact:corn inventory was high, and the corn lost the price competitive advantage. Liaoning province is located in the northeast corn production area, and it is an important production base of high-quality corn in China, and then corn stock is very high. If the country liberalizes the price of corn, corn prices are facing decline, and it will have effect on the income. So it has a very important significance to research the situation of corn production to solve the Liaoning corn stock and ensure the farmer income.In this study, the corn is as the research object. From the point of time and space, with the corn acreage and other statistical data of 14 cities in Liaoning province 1992～2014 years, using descriptive statistical analysis, the scale of production method and comprehensive comparative advantage method, we analyze the production variation of Maize in Liaoning Province in general, and research the trend on spatial distribution of Maize in Liaoning province. Using the behavior theory of agricultural regional factor wheel and producers as the theoretical guidance, we analyze the effect of resource, market, economy, technology and policy on crop production, then construct a panel econometric model. Based on theoretical analysis and empirical guidance,the results of this paper are summarized, thus we put forward the adjustment of corn production pattern, production structure optimization of agriculture and related polices to improve the corn competitiveness.The results showed that the maize planting area continues to increase in Liaoning Province from 1992～2014, and various regions of corn acreage also showed the rising trend, the corn planting area to the northwest of Liaoning Province, including Chaoyang, Jinzhou and Fuxin. In comparative advantage, the six areas of Dalian, Fushun, Benxi, Fuxin, Tieling and Huludao in corn production have the most comparative advantage, and belong to the straight-A areas; and four areas of Dandong, Yingkou, Liaoyang and Panjin in corn production do not have comparative advantage, which belongs to the inferior region.Empirical study results showed that the per capita arable land area, effective irrigation area, corn and other crops benefit ratio, meat yield, maize yield improvement will have the positive role on corn production, but the amount of chemical fertilizer, the increase of per capita GDP and non-agricultural employment will reduce corn acreage. The temporary policy for purchasing and stocking and the grain subsidy policy have a positive impact, indicating that the national agriculture policy plays a role on supporting agricultural production indeed.Based on the above research conclusion, to promote the sustained and healthy development in Liaoning Province, we come up with the following policy recommendations: we should have great importance to corn production rational planning, play regional comparative advantage, and optimize the layout of maize production in Liaoning Province; earnestly implement the arable land protection system, strengthen agricultural infrastructure construction,and improve the level of agricultural technology, to create a good environment for maize production; improve the agricultural subsidy policy to expand the coverage of agricultural insurance.
