With the acceleration of urbanization process, urban infrastructure are often faced with the pressure on supply, particularly for developing countries, the merits of infrastructure provision could restrict the speed of its economic development. China’s economy is in a period of rapid development, the national demand for urban infrastructure is increasing, however, the supply of urban infrastructure especially the funds for construction is also a major problem the Government faced. Public-private partnerships called PPP as an innovative way of financing enter the infrastructure sector. Urban infrastructure PPP project has many participants, long construction period and high risk,the government is an important participant, its sharing of responsibilities in PPP project determines the success of the project. Therefore, the government should bear the responsibility and play its due role. This thesis will focus on the government responsibility in PPP projects of risk-sharing, credit guarantee and regulatory.This thesis will introduce the theoretical basis of governmental responsibilities in the PPP model firstly, then analyze the present situation of responsibility sharing of the government in the PPP model, at present the government has done a lot of work to promote the development of the PPP mode by establishing the PPP center, promoting the PPP projects, improving the legal system, and setting up the PPP development fund. Secondly,analysis the government responsibilities in the project operating procedures and the specific responsibilities of government, and analysis the responsibilities of risk-sharing,credit guarantee and regulatory from a normative point of view; Thirdly, analyze the government responsibilities missing in these three areas, when sharing the risks, the risk allocation is not balanced and the government lack the whole process dynamic management; when providing the credit guarantees, the government often breach the contract due to various reasons; when carrying on the supervision, the government lack the regulation of the market access and the supervision of the rent-seeking behavior, anddemonstrate the impact of these missing responsibilities in successes and failures of projects by using some cases. At last, analyze the reasons of leading the responsibilities missing, such as the lack of laws, the lack of government services awareness, and the imperfect of regulatory bodies, and raise a variety of measures to strengthen the government to assume these responsibilities should be taken.
