In the perspective of industrial division, this paper observes the rolling of self-position This paper aims to explore the new changes in the relationship between Germany and Central and Eastern Europe after the European debt crisis from the perspective of industrial division. Germany always regard Central and Eastern Europe as the natural orbit in its European policy. Since German reunification and the drastic change of the East European Countries, the trade cooperation and industry amalgamation between Germany and Central and Eastern Europe are strengthened. After the European debt crisis, German manufacturing is combined with the productive forces and market in a higher level. In addition, there is a "Different Speed Phenomenon" in the interaction between Germany and different countries of Central and Eastern Europe. This paper is going to look for the enlightenment for China in the discussion of the international relationship changes between Germany and Central and Eastern Europe from the perspective of industrial division and value chain.After European debt crisis, France is deeply influenced by the crisis while Germany’s leading role is amplified, which makes the Franco German axis balance begin to lean to Germany. Because of the core national interests in European integration and the stability of Eurozone, Germany will remain the policy unchanged for maintaining a beneficial and stable European Union and the euro area. This policy is developed on Germany’s great power, which is based on unequalled German manufacturing. The interaction between Germany and Central and Eastern Europe is a means of expansion, and this is also the value that this paper is exploring for.
