Study On The Problems And Countermeasures Of Intellectual Property Protection In Tongling

At present, the world is in the era of industrial 4.0 intelligent manufacturing, new products, new technologies are emerging in an endless stream, and competition among countries are becoming increasingly fierce. It can be said that who masters more higher knowledge or intellectual resources, and successfully use them to form actual productive forces and competitiveness, will occupy the commanding heights of the international competition. Tongling-a small city in the center of China, was listed as "the second batch of resource exhausted cities in the country" in March 2009 and "resource declining city" in 2013. As a resource exhausted old industrial city, it is in a critical period of transformation and development. It must implement the development strategy of the intellectual property right, make efforts to protect intellectual property rights, take the road of independent innovation and accelerate the transformation and upgrading to promote its economic competitiveness and to ensure sound and rapid economic growth.This paper takes Tongling of Anhui Province as an example so as to find the problems existing in government’s protection of intellectual property rights through a case study, and attempt to point out methods to perfect them from the perspective of public management. It mainly includes the following contents:first, the concept of intellectual property rights and the protection of intellectual property rights, analyzing respective responsibilities for the protection of intellectual property rights that the government, non-governmental organizations and enterprises take.Second, the comprehensive summary of the current condition of intellectual property rights protection in Tongling, which is based on the achievements of Tongling’s current intellectual property protection, combined with data and compared with the surrounding cities, and the its current municipal government intellectual property protection mechanism, Tongling municipal intellectual property protection policy and investment, etc. Three, the summary of current situation of intellectual property protection in practice at home and abroad, and four developed countries-the United States, Britain, Germany, Japan are chosen selectively. To provide reference for the intellectual property protection of Tongling, this paper analyzes contrastively from the protection of intellectual property rights legal system and the protection of intellectual property rights management system. Four, an in-depth and detailed analysis based on the actual situation of Tongling’s work of intellectual property protection. And pointing out the existing protection of intellectual property rights protection system in Tongling is not perfect, the awareness of the protection and protection personnel for intellectual property rights are lacking, even the quality of the results of the poor conversion rate level is low. Finally, on the basis of the analysis of the previous studies, combined with the advanced experience and practice of the developed countries, it puts forward five suggestions on how Tongling to improve the protection of intellectual property rights. ①To establish and improve the protection system of intellectual property rights in Tongling City. ②To develop policies to improve the protection of intellectual property rights. ③To help enterprises to improve the protection of intellectual property rights. ④To encourage non-governmental organizations to participate in the protection of intellectual property rights. ⑤To carry out publicity and education to promote the protection of intellectual property rights in the whole society...
