The Research On The Integrated Development Of Social Medical Insurance And Commercial Health Insurance Of China

After over twenty years of development, we have established relatively perfect social security system including social insurance, social assistance, social welfare, charity, commercial insurance etc. However, after economic development entering into new normal and aging of population and with the continuous promotion of new urbanization, deeper problems existed in design and operations of social security system are appearing gradually. The extension development of social security system which only focuses on coverage expansion and expansion of fund size will develop towards to connotative development that focuses on improving system fairness and sustainability definitely. It is clearly pointed out in the third plenary session of the 18th Central Committee of the CPC that "establish more equitable and sustainable social security system", which is actually a positive feedback for this change. During the "13th Five-Year" period, whether put this system construction into implementation is an important issue determining if social security system can achieve healthy development and if a well-off society can be realized.Since 2009, we have implemented medical and health system reform in nationwide range and till today, construction of medical insurance system has made obvious achievements, basic framework for medical security system covering whole nation has formed initially with an coverage rate of over 95%, established medical security covering the most number of people in the world and the coverage is still increasing and income regulation function of social security has also made further development. But many problems occurred during rapid development. Chinese society still stays at the primary stage of socialism and belonging to developing country and the social medical insurance presents characteristics of "basic security and wide coverage". The limitation of economic level makes us unable to develop in line with developed countries and implement medical insurance with wide coverage and high level of welfare, social medical insurance on only set certain restriction for security level to medial facilities and medicines etc in medical consumption. At current stage, our basic medical security level is low with inadequate coverage and financing mechanism is not stable, which have all impeded the development of medical system.On the other hand, with the gradual development and improvement of social economy and medical science and technology, the expense of residents on medical care is becoming more and more and the burden on this aspect is becoming increasing heavy. Under such condition, the demand of commercial health insurance of society is increasingly strong. In many aspects, commercial health insurance can also refer to the fields that social medical insurance can’t refer to, then it forms good trend of mutual complement and integrated development. But sometimes government may ignore the function and position of commercial health insurance, which restricts its development space. This is the bottleneck for integrated development between social medical insurance and commercial health insurance.This paper discusses current situation of integrated development between social medical insurance and commercial health insurance in China in a comprehensive way, finds out regularity of social medical insurance development, analyzes factors that restrict integrated development between social medical insurance and commercial health insurance and explains the necessity and possibility of integrated development between the two; then studies reform experience from advanced social medical insurance abroad and applies the essence to domestic market; finally proposes corresponding countermeasures and suggestions by mainly starting from the environment of government optimization and integrated development, strengthening self-construction of commercial health insurance and creating more advanced social atmosphere.
