Research On The Development Efficiency Of Strategic Emerging Industries In Anhui Province

The 21st century is the era of new technology and new industry with the rapid development and integration, the major economies of the world have decided to choose the emerging industries with high technology as their crucial industries, in order to get rid of the plight of the financial crisis and seize the commanding heights of the world economics in the new century. China has summarized the new trends of world technical economy development and made significant move to foster and develop strategic emerging industries based on the actual situation of our own industrial development. As an important province in the National "Yangtze River Economic Belt", Anhui province actively responds to the call of national industry policies. Based on the current situation of it’s own provincial industrial development, the anhui province puts forward their eight strategic emerging industries. Looking at the current course of development of strategic emerging industries, it has been six years, so it is very valuable for a higher level rise of the strategic emerging industries in the period of "Thirteen Five Plan" to estimate and evaluate its development efficiency.Based on the review of literatures from inside and outside of our country, this paper, which uses the situation of Anhui province as the starting point and combines the knowledge from several subjects such as industrial economics, statistics, econometrics, financial management and operational research, makes a deep research on the efficiency of strategic emerging industries development in the Anhui province by selecting input and output index data. The specific research is expanded as follows:The first part of the paper is the introduction and current situation analysis of the strategic emerging industries in Anhui province. This part can be divided into two small parts. First, the basic introduction to the specific classification and each develop priority of strategic emerging industries in Anhui province; second, the analysis to the current situation of strategic emerging industries in Anhui province from three perspectives, production scale, industry technical characteristics and industry cluster base.The second part of the paper is the specific estimate and analysis to the development efficiency of strategic emerging industries in Anhui province. The research sample is the data(2010-2014) from the listed companies of strategic emerging industries in Anhui province. After selecting four elements:total operating costs, total asset, fixed asset, current asset as input indicators while other two elements:gross revenue, total profit as output indicators, the paper processes the data by the means of the BCC model in the DEA model. Based on the processed result, the paper makes analysis in detail from four perspectives, combined efficiency, pure technical efficiency and scale efficiency as well as the input redundancy and output deficiency.Based on the empirical results, the third part of the paper is the analysis to the problems and reasons of each industry. By further tapping into the empirical results, this part makes a summary to the problems occured in each industry and further analyse the reasons to those problems.Still, based on analysis above, the last part of the paper puts forward some targeted policies to the development of strategic emerging industries in Anhui province. Finally, the summary of the content and the outlook of further reseach are made.
