The Research Of The Mechanism For The Fiscal And Taxation Policies To Promote Performance Improvement Of Technology Innovation

The research of the mechanism for the fiscal and taxation policies to promote performance improvement of technology innovation has been discussed in this paper. First, a literature review fiscal policies and technological innovation to sort out and review, a systematic analysis of the fiscal and taxation policies on enterprise technological innovation and performance-related intellectual capital, absorptive capacity, the technological gap between the culture of innovation and enterprise of these types factors mechanism. In the process of analysis, the co-creative innovation theory and taxation policies to promote the role of business technology innovation performance improvement will be the perfect fusion. Secondly, the status of enterprise technology innovation and fiscal policies our country, pointed out that China’s enterprises Technology Innovation institutional mechanisms and collaborative communication barriers is not conducive to enhance the development of performance. In the empirical analysis, this paper selects outside except Hong Kong, Macao, Taiwan 31 provinces, municipalities and autonomous regions,118 major cities in business-related data from 2010 to 2013, as the research object to establish short observation panel data model. Model results show that corporate financial technology spending, tax incentives and fiscal subsidies, from the technological innovation performance in promoting the role and fiscal policies able to influence on behalf of corporate intellectual capital, variable absorption capacity and innovative corporate culture indirectly promoting technical innovation performance improvement. Finally, this paper based on the current situation and the results of empirical research and corporate finance and taxation policy, noted that our fiscal policies and promoting technical innovation and performance improvement mainly inadequate government spending on technology, investment structure is not perfect, "principal -agent", with the policy stage, the tax system and government procurement policy is not perfect, it is difficult to coordinate with other public policies, innovative performance measurement difficulties and other issues, combined with the domestic situation and international advanced experience of enlightenment, make policy recommendations to solve the problem.
