In the context of the information age, the rapid development of technology and modern industry results in a huge amount of waste electrical and electronic products, causing serious problems of environmental pollution and resource waste. China is currently facing an awkward situation where the e-waste recycling market is disorder, the public lack the awareness of environmental protection, and the relevant enterprises have low enthusiasm. At the same time, the recycling of e-waste in the world has formed a relatively complete industrial chain where developed countries dump the e-waste into the developing countries by various means. China is increasingly becoming the world’s largest dump of e-wastes. Chinese recycle market of e-waste is under attack from both inside and outside. As a result, how to govern the e-waste recycling industry chain effectively, so as to enhance the recycling and processing level has become a top priority.Aiming at the problems encountered by the field of e-waste recycling and processing at this stage in China, Overlooking the whole recovery chain of e-waste is needed. This paper researches the causes of the problems holistically, analyzes different governance modes according to the effects of governance and the evolution regular, and puts forward some counter measures at last. The structure of this paper is as follows:Firstly, this paper takes a quick side trip into the current situation of China’s e-waste reclamation. The research status of e-waste recycling of academic circles is mastered through the interpretation of the relevant literature, and problems existing in China’s e-waste recovery and treatment are found out. And then solving problems is determined as a starting point. At the same time, theory of circular economy, theory of industry chain governance, stakeholder theory and social capital theory are treated as guiding ideologies. Aimed for building a complete cooperative governance system for the e-waste recycling industry chain, this paper determines the research thought of multi-layer and the method from both static and dynamic point of view.Secondly, from the static point of view, based on grounded theory, four typical enterprises of e-waste recycling and processing are selected to carry out multi case study. The main factors affecting the governance of e-waste recycling industry chain are extracted from the perspective of collaborative governance, based on which a theoretical model about the factors of cooperative governance of e-waste recycling chain is constructed. Next, another method called Social Network Analysis is put forward, which purpose is to pick up the key factors influencing the cooperative governance of the e-waste recycling industry chain and the relationships between these factors. So far the key factors and their position as long as their relationships in the collaborative governance of the e-waste recycling industry chain have been well known at the micro level.Thirdly, from the dynamic perspective, based on evolutionary game theory, three main stakeholders are selected to do an evolutionary game study. And then this paper makes simulation analysis to explore the evolutionary equilibrium, the roles that three stakeholders play and the main driving factors of evolutionary. At this point, the effects of different stakeholders and the optimal decision-making have been mastered from the meso level.Fourthly, based on the theory of social capital, this paper analyzes the industry chain from the vertical, drawing a conclusion that the governance of e-waste recycling industry chain in China needs multiple mechanism such as market mechanism, policy mechanism and social mechanism, which is better to push the great development of the e-waste recycling industry chain. Consequently, three governance models containing government-dominated, corporate-dominated and stakeholders mutual governance are put forward. By now, the main modes of the collaborative governance of the e-waste recycling industry chain and their suitable stages have been summarized from the macro point of view.On the basis of the above research, this paper proposes corresponding countermeasures and suggestions from the four aspects of government, industry, enterprises and the public (consumer), hoping to form a relatively complete system of collaboration strategies by breaking up the whole subject and blending all of the findings. The research results can provide methodological support and decision-making suggestions for China’s government and these stakeholders in the e-waste recycling industry chain. |
