With the arrival of the time of knowledge-oriented economy, the human capital plays more important role in the economic development; excellent talents have became an indispensable resource for the development of national and regional economic. At present, the country has been accelerating the industrial transformation; the region should increase investment in innovation, change the mode of development, and improve the comprehensive competitiveness. All of those need people to complete, so human capital has become one of the important factors that affect the development of regional economy. In order to promote the development of regional economy better, we need to increase human capital investment, improve the stock of human capital, optimize the structure of human capital, and enhance the competitiveness of regional human capital.Based on the research of the theory and literature at home and abroad, this paper proposes the data envelopment analysis to estimate the relative efficiency of different regional of human capital investment, and takes the efficiency of human capital as the major research perspective, and then from four perspectives of funding, funding structure, potential growth rate, volume, it analyzes and evaluates the competitiveness of regional human capital with the specific indicators including education and growth and the research and Development Fund (R&D Fund), and the growth rate of the total patentauthorization and invention patents accounted for the proportion of GDP, R&D funds, the average per one hundred thousand population of college students, high school students and college students number, and puts forward to enhance the competitiveness of the regional human capital, so it will promote the sound development of regional economy.The main contributions of this paper are the following points:(1) in the introduction part, the paper briefly introduces the research background, research status from domestic and abroad, and briefly describes the research contents and meaning; secondly, this paper analyzes the demand and related situation between regional economic development and human capital, and taking the panel data of China as an example, it verifies the effect of human capital to regional economic development through the hypothesis testing; (2) by using data envelopment analysis, it has researched on the regional human capital static efficiency and dynamic efficiency, and by using CCR model, it has a preliminary analysis of the static efficiency of the provinces of human capital, taking six provinces in East China as an example, including the comprehensive efficiency, technical efficiency and scale efficiency, then using BCC model scale variable, it studies the human capital scale of six provinces of East China, and further using DEA-Malmquist index method, it analyzes the changes of the efficiency of human capital and changes of the period of the efficiency index of two provinces of Jiangsu and Anhui over the years, and it compares between two provinces; (3) taking the six provinces in East China as the research object, it divides the six provinces in East China based on the size of the competitiveness of regional human capital, and takes comparison of different competitiveness of regional human capital of different perspective; (4) it explores the reason why the competitiveness of regional human capital is different, and it has put forward suggestions for the regional competitiveness of human capital.
