Why People’s Livelihood Is Poverty In Rich Mineral Resource Area?

Up to now, over 3300 kinds of minerals have been found by humans, and more than 1000 kinds have industrial significance, more than 160 kinds are classified as mineral resources, and 40 kinds have important economic value. Coal is undoubtedly one of the most important mineral resources in human development. In the process of rapid growth of regional economic indicators which is brought by resources, we see that environment compensation mechanism by resource development is not strict, The small cost of enterprise development results in serious damage to the ecological conditions, living conditions increasingly harsh; the vacancy of distribution system in resources development enlarges the income gap; the extensive development of coal resources results the waste, the local economic structure imbalance, the weak of follow-up industry development and the difficulty to get rich in coal district. This paper attempts to research the poverty status of resource rich area in Qujing city, analyzes the causes of poverty in Qujing city resource enrichment type, and the experience of anti-poverty of domestic and foreign resources enriched regions, puts forward to manage the policy recommendations of resource concentration poor.First, collecting data, and analysis on the system, the management of mineral resources, mineral resources ownership and other related domestic and foreign research of paid use of mineral resources; second, learning theory knowledge, defining the concept of poverty and resource concentration poor, and analyzing the related theories of resource concentration poor; third, collecting the situation of coal resources and the development of Qujing City, and analyzing the characteristics and problems of Qujing city poverty; fourth, from the external environment factors and internal institutional factors analyzing the causes of poverty in Qujing city resource enrichment type, and the experience of anti-poverty which is in domestic and foreign resources enriched regions; fifth, according to the actual situation of Qujing City, from the "reflection", "the theme", "way" and "security" four aspects, proposing the governance and policy recommendations of resource concentration poor in Qujing City.
