In recent years, with the advance of balancing urban and rural development and new rural construction, farmers concentrated residential areas as an important construction contents, showing a trend of increasing of the total, the construction quality also gradually improved. After concentrated residential areas built, its infrastructure and living environment have improved significantly, the mode of farmer’s production, life style and living has deeply changed. With the farmer’s moved into new houses that located in the concentrated residential areas, it becomes living, serving, administrating together in one of the "small society". At the same time, since of different habites and different requirements, contradictions of people living in the residential areas emerge in an endless stream, weak link of public management and service of residential area gradually appeared, most of the concentrated residential areas management services showing a "blank" state. Lacking of management and service in these residential areas became potential risks of social stability, and it caused farmers concentrated residential areas didn’t play its role, farmers didn’t change to residents. The new rural construction and rural development also affected the process. The objective of the completion of the residential property management problem of farmers put forward realistic demanding. For the property management of farmers concentrated residential areas, some cities chose different ways to explore and try, for instance, in 2006, Baoan District of Shenzhen city began to introduce city property management to farmers concentrated residential areas, gradually formed a standardized, professional property management mode. In 2008, background in the urban and rural construction, Chengdu city put city property management to farmers concentrated residential areas. Generally speaking, the estate management could’t meet the practical needs, since of public management and service of residential areas late started, poor foundation, single mode, and also different areas and different conditions.In this paper, take Daan District of Zigong city as an example, we draw on the experience of domestic and abroad, using the ways of questionnaire investigation, site investigation, home visits, case comparison and so on, discuss the problems of farmers concentrated residential areas management, put forward the measures to solve these problems.This paper is divided into five chapters. Chapter one puts forward the research background, research significance, research status in the country and abroad. Chapter two combing the theoretical basis, literature review, put forward the core theory, comparison, reference to domestic and foreign city community, farmers concentrated residential property management experience, summarizes the deficiencies of current. Chapter three analysis of the Daan District farmers concentrated residential development status and characteristics, status and characteristics of property management. Chapter four analysis of Daan District farmers concentrated residential area property management problems, and the cause of the problems. Chapter five put forward the improvement and perfection of Daan District farmers concentrated residential area property management countermeasures. After researching, we found most problems of farmers concentrated residential areas management are:people of management in farmers concentrated residential areas have dual identities, some cadres lack of awareness for estate management, the concentrated residential areas management services started lately, farmers’ life style and cultural fuse difficultly, lack of funds for property management. In view of the main problems, we put forward the following countermeasures to improve the concrete scheme:establish and perfect the property management system and mood, construct the property management service team, perfect the property management fee mechanism, improve community facilities. The problems of public management and service of residential areas in Daan District also existence in Zigong city. The specific countermeasures could straighten out the ideas, establish management system, improve management mode, improve the quality of property management, increase the hygiene environment, social stability and public services.
