Study On The Problems And Countermeasures Of China’s Centralized Treasury Payment System

In the modern market economy and developed countries in the world, the Centralized Treasury Payment System is used commonly. Basing on continuous development of China’s socialist market economy, the low efficiency and lack of supervision by using traditional Dispersed Treasury Payment System has been Unable to meet the requirements. Therefore, using the international experience for reference and combining the situation of our country to establish and perfect the Centralized Treasury Payment System has become the inevitable historical development.Combining with the relevant theoretical knowledge sociology, economics, management and Centralized Treasury Payment System, comparative study of treasury concentrated in developed countries is completed. With the practice of China’s reform, a comprehensive analysis is conducted to study the existing problems of our country in national treasury centralized payment system, some reform suggestions is promoted. The thesis has six parts: in chapter 1st, the origin and significance of this thesis is introduced with the development history and basic situation of the Centralized Treasury Payment System, the main research contents and framework. In Chapter 2nd, this paper introduces the basic theory of national treasury system and the existing problems of the Dispersed Treasury Payment System and, then summarizes the change of the Centralized Treasury Payment System. In chapter 3rd, several existing problems of Chinese Centralized Treasury Payment System are summarized. In chapter 4th, common and different characteristics of the Centralized Treasury Payment System in western countries are analyzed to summarize enlightenments of our country. In chapter 5th, suggestions are given through theoretical analysis. In chapter 6th, conclusions are summed up and future works are planned.Through the analysis and study, get the conclusion as follows:(1) the centralized treasury payment system reform is a complicated and comprehensive systems work, because the cost of system innovation and sharing considerations, China has chosen the way of gradual reform. At present our reform of treasury centralized payment system of the stage is under the period of transition to the system settings of the system selection stage. (2) Pointing out the present problems of proposed our country’s centralized treasury payment system, namely "four-out-of-place":policy understanding is out of place, supervision function is out of place, the relevant supporting reform is out of place and the system security is out of place. (3) Combining the enlightenment in the international experience and author’s thinking in practical works, this article holds the opinion that, our country’s centralized treasury payment system needs to reform its current organization setting, management system, capital management and operation procedure, following the legal system, and principles of convenience and efficiency, and concerning the key issues. (4) Offering the countermeasures and suggestions for reference to existing problems in our country’s centralized treasury payment system reform at the present stage, firstly, to improve budgeting quality, secondly, to strengthen funding supervision, thirdly, to ensure payment security, fourth, and to promote the reform of township payment.
