2016 is not only the beginning of China’s 13 th Five-Year-Plan, but also the decisive period of Shandong Province. In order to go in countrywide front row to drive science development, improve people’s wellbeing and build well-off society, Shandong Province will regard the five ideas—innovative development, coordinated development, green development, open development, shared development —as guide and make every effort to solve a series of problems of Shandong Province in time. Among them, ecological civilization occupies an important place. It stresses that Shandong Province must dramatically improve ecological environmental quality, greatly decrease industrial wastewater and achieve the goal of national monitoring.In 2015, the GDP of Shandong Province rose by 8% to ¥6300.23 billion, ranked the third in the following of Guangdong Province and Jiangsu Province. But the water resources in Shandong Province were unbalanced between supply and demand. On the one hand, Shandong Province is “a major agriculture and industry producing province”,which strongly demands for water recourses; On the other hand, discharges more and more industrial wastewater, and pollutes the water more seriously. Industrial wastewater pollutes the water environment and the ecological environment seriously, harming human health.So it is significant to study the grey virtual water in Shandong Province’s industrial products exports and it is the necessary way to build a new beautiful Shandong.In this paper, the input-output method and logarithmic mean of Di’s index are combined to study the grey virtual water in Shandong Province’s industrial products exports by using the input-output tables of Shandong Province in 2007 and 2012. Firstly,using the input-output model, the strength and flow of the grey virtual water in Shandong Province’s industrial products exports in 2007 and 2012 are calculated. Secondly, by using the decomposition model of LMDI, the impacts of industrial products export scale,export structure and gray virtual water’s intensity change on the flow of gray virtual water in Shandong Province in 2007 and 2012 are analyzed. Finally, based on the study conclusions, proper suggestions are offered.The research results are as follows: Compared with the flow of the grey virtual water in Shandong Province’s industrial products exports in 2007, the flow in 2012 was increased and the total emission intensity was decreased; the rising industrial products export scale is not conducive to cut emissions of the gray virtual water, but the optimization of industrial products export structure and the decrease of grey virtual water’s emission intensity are beneficial to restrain the increase of gray virtual water’s flow in industrial products export trade.I hope this paper can make a contribution to the gray virtual water’s emission reduction for Shandong Province.
