The Study On The Local Governments’ Support For The Development Of Industrial Clusters

In recent years, the development of industrial clusters has become an important part in the government’s economic planning. Measures are issued by many local governments to support the development of industrial clusters, and some do have effects to some extent, but they still have many problems. For example, the positioning of government itself and the market is not clear, there is blindness and a lack of public services which are restricting the further development of industrial clusters. The Chiping County, where the author resides and well-known for its name the "City of Aluminum", is concentrated with the largest deepened aluminum processing industrial clusters within Shandong Province. Through field visits and investigations to many enterprises within the industrial clusters, as well as references to great amount of literature, this paper carries out an analysis on related theories under the new situation, dissects the problems and underlying causes and proposes strongly operable solutions. Through the empirical and theoretical analysis and with literature research, comparative analysis and survey research,we can not only provide a new basis for future research, but also have great importance for the improvement of local governments’ functions and optimization of public policy.This paper is divided into six parts. The first part introduces the research background and significance, and a review of domestic and foreign research on government’ supports for industrial clusters and research content and research methods; The second part analyzes the theory of government’s support for industrial clusters. It introduced related concepts of government’s support for industrial clusters, including industrial clusters, government functions, government’s support for the development of industrial clusters and it analyzes the government’s public policy theory, the theory of the relationship between government and market, government and NGO relations theory and answered the role and effect of government in the development of industrial clusters from theoretical perspective; The third part introduces the development of industrial cluster of aluminum in Chiping of Shandong Province and some of the practices of the local government and thus leads to problems in the support for industrial clusters and then analyzes the reasons from the three aspects-ideology, institutions, and practice; The fourth part summarizes the experience of foreign local governments in three inspirations. In the fifth part, concerning the issues emerged in the industrial clusters and their causes,by drawing on the experience of foreign countries, some proposals are presented from the three aspects-ideology, institutions, and practice including the transformation of government thinking, a clear government position, improving relevant laws and regulations of industrial clusters, optimizing innovation and financing environment, optimization of service network, and promoting the development of eco-industrial clusters. The sixth part is the conclusion and prospect. It makes further research ideas on the basis of the full text.
