Study On Access To Government Resources Of Small And Medium-sized Enterprises In China

In the fast changing and fierce competing global market, a large number of small and medium-sized enterprises (SMEs) are affecting the economic growth and technological progress, which are playing a very important role in the economy development, technology progress and employment promotion. The number of SMEs exceeds 99%of the number of registered enterprises in China, however in recent years, the development of SMEs in China has began to face more severe problems. On the one hand, the limitations of SMEs internal resources hinder its development; on the other hand, all aspects of policies and measures are not sound enough in the special period of economic transformation, which makes the survive channels of SMEs even more narrow. At this point, the significance of external resources for SMEs is even more remarkable, which helps SMEs making up their short board and promoting the development. As the main factor of enterprise external network, government influences enterprise performance through making legal policy, changing market size, setting market rules, imposing taxes or providing subsidies. Our government holds the absolute control over the market economy and the allocation of the key resources, which determines that it will become the most important external environmental factor and stakeholder of SMEs. Therefore, how to deal with the relationship with the government and access to government resources which promote their own development has become an important issues and challenges of SMEs of our country, and had important significance for the enterprise sustainable development.From the perspective of the SMEs development and the government resources, this paper comprehensively use of qualitative analysis, questionnaire survey, comparative analysis and other research methods. The paper is divided into five parts, firstly it elaborated the related theories of the SMEs development and government resources, reviewed the historical evolution and characteristics of China’s corporate political behavior and the relationship between government and enterprises, and defined the scope and content of available government resources to enterprises on the basis of the existing research results; Secondly, the paper took enterprises in Wuhu City for an example to carry out questionnaire survey, and analyzed of the fight for government support policies and the use of government services in terms of individual capacity differences of SMEs, and revealed the reasons for the differences; Finally, on the basis of the previous chapters, the paper discussed how to improve the ability of SMEs to obtain local government resources from the perspective of the construction of SMEs’ own ability, and put forward suggestions on expanding the channels of government resources acquisition, improving the enterprise’s information resources awareness, improving the overall quality of enterprise employees, and improving the performance appraisal system of enterprises.According to the research results, the conclusion is drawn:First, the government resources are mainly refers to the collection of resources that government policy, information, services, organizations and other resources which are available to enterprises and can bring competitive advantage or help. The available government resources of enterprises are divided into four aspects:tangible resources, intangible resources, organizational resources and relational resources.Second, local government resources acquirment of SMEs is positively related to the following factors:political outlook and to participate in social affairs of enterprises owners, the attitude to fight for selection the importance of government resources, the policy relevant information to grasp the situation, the working ability of relevant staff, the performance assessment and incentive mechanisms.Third, the key internal factors of SMEs ability of obtaining government resources are drawn:Leadership resources consciousness, enterprise comprehensive management level, and the working ability of relevant staff.Fourth, the suggestions on how to improve the ability of SMEs to obtain government resources are drawn:SMEs should improve the sense of enterprise’s information resources, while paying attention to transform the executive’s government resources into the enterprise’s resources; SMEs should value the relationship with government, and expand the government resources access channel; SMEs should improve the comprehensive quality of employees, through strengthening employee training and increasing the ability and quality by the loyalty improvement; SMEs should improve the assessment and incentive mechanisms and construct the performance evaluation system, while improving the enterprise ability to obtain government resources by polishing up the salary, promotion, rewards and punishments.In this paper, we focused on the intrinsic link between government resources acquisition and SMEs development,and do innovative research in how to use government resources and access to government support; we revealed the existing problems of SMEs in using government resources and access to government support, which will help enterprises to strengthen the consciousness of government resources, improve the ability to obtain government resources and provide new ideas in future strategy, enterprise management and resource integration; At the same time,the paper provided some references on introducing relevant enterprise support policies to the decision-making of government departments.
