2016 is the year for implementing the 13th five year plan outline, the opening year of the decisive stage to the full completion of a well-off society. It is also the key year to the implementation of the "plan to deepen the national and local tax collection and administration system reform ", and to the acceleration of the modernization of the tax. To strengthen the construction of the tax administration system, and to further promote the performance management will provide a strong guarantee for the implementation of the reform and development task.As an important national administration department, local taxation system means great value to the realization of national government receipts and to the distribution of income control, in this way to drive local taxation department to perform sustainable scientific development, and to perform performance management inside, and to inspire local taxation system worker’s vitality, to strengthen taxation levy comprehensively, in order to do that, the improvement of tax levy service seems particularly necessary. The taxation system has been on the way of seeking effective performance management methods all those years, though there are problems all the time, like performance information management relatively lacking behind., the design of performance target and checking index are inappropriate, the valuation system of performance management is incomplete and so on. The existence of all the problems seriously impact performance of local taxation performance management. We should widely learn those advanced performance management at home and abroad, and relate current situation of local taxation performance system in BaoTou, analyze problems and apply methods according to indications, in order to realize the effective method of performance management for local taxation department.This essay use the performance management of the government public department as the breakthrough point, elaborated the theoretical foundation of performance management, and fully learned the advanced experience of performance management at home and abroad from the relevant departments. For example, from the point of the human resource status of the local tax department’s performance management, and from the organization and index establishment and implementation, and also from the performance evaluation and application of content, this essay analyzes the current situation of local tax system’s performance management of Baotou City, and finds out the current performance management problems and causes, and puts forward countermeasures, so that to strengthen the performance management system and personnel construction, to improve communication and results running of performance evaluation, to promote the performance appraisal and establish the business process reengineering of the responsibility system, and to improve the construction of organizational culture based on tax. So that to unite the performance management and the actual tax work closely, to set the performance evaluation index set scientific and reasonable, to make sure evaluation results to be fair and just and to fully mobilize the enthusiasm of the tax staff’s work enthusiasm, which is the initiative to improve professional quality, and the level of service, so that the work of levy tax can be assured.
