The Research Of Grassland Transfer Problem From The Perspective Of Asset Specificity

Grassland use right transfer (we called grassland transfer) improve the problems of tension and waste in China, make it possible which maximize the effectiveness by the limited land resources, and also ease the contradiction between supply and demand of pasture. However, there are many problems in the process of grassland transfer. This paper takes the property rights theory, transaction cost theory, and theory of economies of scale as theoretical direction, bases on the field survey data of Xilin Gol Grassland, and analyzes two problems, why pasture transfer market is not sound and why pasture investment of transfering grassland is insufficient.First, on herdsman’s grassland investment difference analysis, studies have found that in terms of the investment of fence, housing, and well, herdsman who contracted grassland spend far more than ones leasing grassland. This is closely related to the degree of specificity in the production of animal husbandry. Therefore, the occurrence of special investment in grassland transfer is suppressed. Secondly, this paper studies the factors that affect the special investment in the behavior of the grassland by the panel GLS random-effects model, and further analyzes the mechanism. The results showed that there are five significantly factors affecting investment of herdsman who leasing grassland,they are the age of head of household, the cultural and educational level of household, the number of family labor, area of transfer grassland and formal transfer contract. What’s more, none of these factors that the production scale of animal husbandry, the relationship between herdsman, the period of the lease make any difference to special investment.Finally, this paper puts forward policy recommendations for the problems in the transfer. According to the empirical results analysis, combined with Xilin Gol Grassland in the actual situation, in irder to improve transfer behavior and, this paper put forward several policy suggestions. First, to establish and perfect the service system in the transfer of the grassland use right. Second, to create teams of high quality production operators and cultivate new professional farmers and herdsmen. Third, to standardize the signing of the contract, and to provide protection to the transfer of both sides. Forth, to speed up the implementation of registration, advocate the land transfer process stability. Sixth, to encourage herdsmen to build their own cooperative economic organization.
