In order to alleviate the urban traffic congestion problem, Beijing constantly expands the supply of traffic and introduces a serious of traffic demand management measures, such as:"limit line", "purchase", "improve the parking fee standards", "the center urban congestion costs", aimed at searching a way out of the dilemma and guiding the public to choose the way of bus travel through economic levers and administrative command, which would reduce unnecessary traffic demand, balance the traffic supply and demand and help Beijing attain the goal of optimizing the structure of urban traffic finally. However, the current congestion situation has not been effectively improved. Therefore, it has practical significance to analyze the policy effect of traffic management of Beijing.This study takes the effect of Beijing traffic demand management implementation as the empirical study object. First, based on the literature research method and traffic behavior studies, the paper combines the theory with traffic situation of Beijing to determine the factors influencing the effect of traffic demand management, which contains six constructs:the attributes of individual citizens, trip characteristics, travel experience, and economic levers, executive orders, implementation effect. Then, quantify these constructs with the help of table design and make a pre-research to improve the gauge’s quality. Secondly, use the new tables to collect the effective data, and by the use of structural equation model to studying the potential relationship between the variables of traffic demand management effectiveness and every influencing variables inside based on the statistical data analysis. Eventually, take the effect on different degrees and positive or negative relationship as a guide to makes some improvement suggestions for the current measures from the point of sustainable development, share economic and environmental protection, to obtain more high-quality implementation scheme, and constantly improve the effectiveness and satisfaction of Beijing traffic demand management.The results of the study show that the personal attributes, travel characteristics, economic lever and executive order all influence the traffic demand management effect through participants travel experience indirectly, and the characteristics distribution of traffic participants has great influence on the implementation of the policy, especially the economic level and the use of motor vehicles. From the perspective of policy implementation, the economic leverage makes a better effect than administrative order better, and has the advantages of sustainable development. To a certain extent, these two measures are both ease the traffic congestion, furthermore, the economic leverage has a positive impact on public travel satisfaction and the administrative orders draw further apart, which should be given full attention as a breakthrough of policy optimization.
