Research On The Improvement Of Infrastructure Retrofit Project Using EPC Mechanism In Jackson

When China’s economy has been continuously improved and emission reduction becomes the core part of China’s economic transition, energy performance contract (EPC) has been introduced to China. It is important to help society promote energy conservation and sustainable development. But energy performance contract in our country is in the initial stage and the development of EPC is very difficult.This paper mainly analyzes the infrastructure retrofit project using EPC in Jackson city combined with the theory of EPC. From four aspects of contract, funds, implementation, technical, the paper analyzes the cause of the project failure. As the original project contract content is not reasonable and has a single financing structure, a new operation mode and the distribution coefficient of the contract are designed in this paper. Then a new model is built under the new contract funds through the simulated data. Model attempts to get new funds flow evaluation calculation, and the results will be compared with the original project case to verify the feasibility of the new scheme.Finally, through the analysis of the characteristics of the project, the paper will use the project’s conclusions to the domestic project research and answer the question how to correctly select and use the EPC contract mode on such projects. Combining present developing stage, the paper then brings forward suggestions which refer to government, energy service companies and owner to promote the construction of energy performance contract in China.
