During the knowledge economy in the 21 st century, the changing, updating and accessibility from knowledge and technology is unprecedented. The integration capability of knowledge resources and the innovation and development from science and technology are becoming the decisive force in the economic and social development of all countries. The development of society and economy comes from the innovation, while technological innovation is the driving force of the innovation process, as well as the beginning of the whole process. The ultimate purpose of all other forms of enterprise innovation is to be integrated into the technological innovation and further provide the fundamental purport. Therefore, technological innovation is the fundamental driving force for the development of an enterprise and even a country. The enterprises utilize the organizational learning and knowledge creation to improve the technological innovation capability of enterprises, as has become an important way to maintain competitive advantage in dynamic changing environment.On the basis of the summary of the literature and thesis related to the organizational learning, knowledge creation and technological innovation, this paper builds up the relationship theory model on the organizational learning, knowledge creation and technological innovation and makes an corresponding empirical research. Meanwhile, this paper researches on the relation between the organizational learning and enterprise technology innovation with the knowledge creation as the intermediary variable, to explore the intermediary utility of the knowledge creation during this process. This paper mainly adopts the methods combining the literature research, survey research and empirical research, and uses SPSS22.0 descriptive analysis, reliability and validity analysis, factor analysis and regression analysis of the 177 questionnaire data, obtained from communication, network and field researches, to get the relevant conclusions of the study and achieve the purpose of research. The related conclusions are drawn as follows:First, organizational learning can directly affect the technological innovation of enterprises, and has a positive impact on the company’s technological innovation. Of the correlation factors, the dynamic mechanism of learning is the most significant factor in organizational learning process.Secondly, organizational learning can directly affect knowledge creation, and it has a positive impact on knowledge creation. Of the correlation factors, the dynamic mechanism of learning is the most significant factor in knowledge creation process.Thirdly, knowledge creation can directly affect the technological innovation of enterprises, and has a positive impact on the enterprise’s technological innovation. Of the correlation factors, in technological innovation process, the ability of knowledge integration is the most influential factor in knowledge creation process.Finally, organizational learning could enhance more the level of enterprise technology innovation by the intermediary role of knowledge creation.
