With the deepening of economic globalization, the pace of world economic development is accelerating. In order to better and faster development of the national economy, countries in the world have to seek a solid platform for development. Russia as the world’s largest land area of the country, with 20% fresh water and 9.2% of agricultural land, it c an be said that the scale of agricultural land area is at the forefront of the world. But the Russia agricultural land privatization after ten years of development there is not balanced, the contradiction between supply and demand of prominent, due to the imbalance between supply and demand of strategic energy resources, the energy problem has become major problem and challenge to be faced by China’s economic development. The Russian oil, natural gas reserves are relatively abundant, energy production and export volume, therefore, actively engaged in the development of agricultural land reform with Russia is conducive to the promotion of economic transformation in russia. In the Russian agricultural land reform process, market-oriented reform is undoubtedly not the core content, especially in the attempt to reform the privatization process which can be said to have been for 20 years, initially to achieve the desired results, but there are still many reform ills, first is divide the land shareholding system has many disadvantages, the stock system mainly is the average distribution of land ownership, so that farmers have a share in the land, but the essence of land circulation is the marketization process is still not himself, also is the majority of Russian fa rmers nominally owned land, actually could not replace the transfer of land rights, there are still many actual land idle, not formed land transfer, the scale of the second, across the land circulation of agricultural land privatization in Russia Reform, the formation of the loss of agricultural land, the consequences of actual effect to sell at a discount greatly, can see no matter how a country farmland privatization reform, need to follow certain laws of the market, agricultural land reform is no doubt important, but is not to copy western countries mature mode is completely suitable for Russia’s own situation.This is in the studies of Russian rural land privatization process, historical reform in Russia as a warning, from tsarist Russia- the Soviet Union during the Putin Period three time nodes to elaborate process of Russia’s privatization of land ownership, then on the review of the historical basis, in view of the current status of reform of Russian soil analysis, elaborated the Russia agricultural land scope of privatization, the form and the effect. This Russian agricultural land reform and privatization, and the problems are analyzed one by one analysis of the current land reform of agricultural land circulation in Russia is not free, agricultural land related laws are not perfect but also the contradiction between the land subject, finally put forward Russia agricultural land privatization strategy, more specific or more first ensure that the central government to reduce the excessive intervention of the local land, because the land itself is the lifeblood of agricultural planting, excessive government to land reform and agricultural planting farmers will have a conflict of interest, it will dispel the enthusiasm of agricultural planting, and expand the scope of the circulation of farmland, farmland protection and improve the establishment of private law, compensation and damage to agricultural workers because of the agricultural land reform. Visible, from the Russian land privatization reform strate gy, the way of different draw experiences and lessons, will be of some help to solve the existing Russian agriculture, also to the Russian agricultural privatization to certain significance to promote.
