With the deepening development of economic globalization, the competition among enterprises is increasingly reflected on the competitiveness of corporations’supply chain. As the crucial component of supply chain management, purchasing management is one core factor for corporations whether can keep their competition advantages in new operation environment. Traditional purchasing management can’t match the corporations’requirement, the theories and measures of purchasing management all need further development and improvement.This report, researched on current situation of S company purchasing management, related to organization structure, purchasing strategy, procurement process, supplier quality management and oversea project procurement management, total five aspects, identify and analyze the deficiencies and relevant causes, finally put forward the optimization strategy. Through optimizing purchasing organization structure of S company to make the purchasing function more integration, the information flow more open, purchasing management more efficient. Take sheet metal purchasing strategy for example and analyze its current situation, introduce the mixed models of supply positioning and supplier perception base on Kraljic Portfolio, improve the commodity purchasing strategy. Analyze and improve the creation process of purchasing information record (PIR), establish the cost reduction process, take specific case to illustrate the fine effect of Valve Engineer and Valve Analysis tools under the cost reduction process. Involve the cost of poor quality (COPQ) factor to improve the supplier quality management in the procurement activities and establish a comprehensive incentives measures to push suppliers to continuous improve product quality. Lastly, base on analyzing of oversea project procurement management, search its improvement opportunity, improve the development of LCCS project, drop the OSI (on site inspection) cost for oversea mass production quality management, from the vision of PESTLE model to improve OTD performance of LCCS project. Through the initial implementation from a series of optimization strategy, for the purchasing management of S Company, the purchasing organization is more efficient and effective, improve the accuracy of procurement strategy, perfect the procurement process, better the effect of supplier quality management, updagr the oversea project procurement management level, all the optimization measures benefit S company to approach the best total cost of ownership for supply chain purchasing management.It is believed that the research on purchasing management improvement of S company will be a good reference for similar transnational and domestic enterprises and benefit them to improve their purchasing management.
