With the continuous development of management system reform in our country industrial enterprise, the model of production and organization structure of industrial enterprise change deeply. Regarding the engineering project management as core, the system of production, management and administration has been formed. The cost management and control are the central content of the management of project. Project cost management is becoming the main symbol and necessary content for the industrial enterprise to develop highly. Studying the cost management has important practical significance accelerating for improving investment in industrial enterprise. Project cost management gets to mainly through the management. During controlled strictly by activities of technology the enforcement, cost is its fixed goal economy and supervised and taking a series of measures. Deviation is corrected and experience is summed up on time in order to accomplish the project management goal. The author has particularly studied the cost management and control processes.In this article, according to the use of project cost management theory and methods, declare R&D project cost management status and cost overruns problem of ADV company, investigate the actual status to realize the reason of cost overruns, including project team members cost consciousness, the development process is unclear, the high cost of materials, project quality exist defects. In view of the problems and the reasons of the cost management in ADV company, the article provide the related suggestions for improvement and optimization.
