When it comes to 21 st century, as the global service outsourcing market rises gradually, China has accepted increasing offshore outsourcing services relying on human resources endowment, in which software outsourcing plays a very important part. However, considering many restraints such as the technical level, management methods and international business experience, our country has become a “big” part in the world’s service outsourcing, yet not a “strong” one. Just like the early time traditional manufacturing industry, our service outsourcing also lingers for a long time in the lower end of the value chain, continuously being squeezed from upstream of international high-end market, and at the same time new entrants with lower labor costs also pose a threat to us.Thus, from the perspective of global value chains, this thesis attempts to study the status quo of offshore software outsourcing service trade in China. Combining with development experience from typical leaders andcomprehensive theoretical models, the thesis discusses the position of China’s offshore software outsourcing service trade in the global value chains, and as well the global value chains upgrade mode in the future.Firstly, this thesis discusses several relating concepts. After targeting the study object, it mainly adopts empirical analysis. Especially on the study of present situation and its trend in our country, data, charts and graphs are frequently used. All of these are put in the“Diamond Model” to strengthen theoretical basis and logic. When dealing with cross-country comparison, the thesis uses TC, RCA and MS Index Model in addition to basic data and case presentation. Results show that China’s export competitiveness in software outsourcing still has a significant difference between leading superpowers, but the trend is positive. When discussing the value chain governance paradigm, Gereffi’s GVCs Model is applied. It helps to differentiate software outsourcing enterprises into three levels, figure out each model type they confront, and give the corresponding value chain upgrade governance path.
