China’s economic development has presented a "New Normal" of economic growth declining, tertiary industry gradually becoming the main body of industry, household income increasing and tourism consumption becoming an important power source of consumption. Great opportunities are brought to tourism development for its advantages of strong driving force, wide coverage, high compatibility and superior overall strength. To respond to the economic downward pressure, taking advantages of tourism industry has become an important measure to promote economic growth. In order to adapt to and guide the New Normal, tourism also needs transformation and upgrading as well as to achieve quality and efficiency. In the New Normal, tourism will realize a structural upgrade from traditional sightseeing to mass tourism and leisure vacation, and tourism operating will also be in transition to specialization, normalization, and refinement. Meanwhile, tourism drives urbanization and the development of small tourism towns gets great support of national policy. Promulgation of “National Plan for leisure travel” and “Travel Act” provides opportunities and guarantees. Heilongjiang Province in 2008 started the tourist town construction projects, selecting fourteen tourism towns as key development objects. With the phase change from overall construction to market operation, there comes an urgent and important issue, that is, how to construct and manage tourism towns well and organically combine tourism development and urban prosperity, realizing the transition of Heilongjiang tourism economy from simplex tour model to sightseeing, relaxation and leisure vacation models.Supporting by tourist space competition theory and Urban Management theory, this paper interprets the management of small tourism towns on the theoretical aspect and defines its connotation, pointing out that the tourism management content includes town planning and various managements of scenic, infrastructure, environment, community, culture, and brand image and so on. Through case analysis on development of foreign small tourism towns, such as small towns in Australia, garden towns in Britain, and Forte di Marmi town, this paper explores referential successful experiences for our management of small tourism towns. Through a deep and comparative study on three typical cases of Tangkou county in Huangshan, Wuzhen in Zhejiang, and Xiaotangshan town in Beijing, the writer puts forward various sorts of management modes of small tourism towns, such as location—oriented scenic-relying towns, resource-oriented tourism towns, demand-led suburbs leisure tourism towns, and so on. By on-the-spot investigation, the writer puts forward pointed solution suggestions based on thorough investigation and analysis on the tourism resources, location advantage, developing status and existing problems of Wudalianchi Town.
