On the basis of the stakeholder perspective, this article puts forward “to improve the benefit mechanism for direction, to increase the government as the core, to stick to the farmer main body as the basic” the path of the smooth and orderly promote land consolidation and rehabilitation potential evaluation research, scientific and reasonable optimization of urban and rural land use structure and layout, promote the benign use of rural land resources, vigorously accelerate the process of integration in urban and rural areas, promote the sound and rapid social and economic development.In the future when the potential study of land consolidation and rehabilitation occurring, the stakeholder analysis should be an essential steps, the analysis results into the basic content of the planning.
