Research On Special Equipment Classification Supervision Strategy And Method Based On Risk Assessment

Special equipment are widely used in petroleum, chemical engineering, electric power, metal lurgical, etc., which are playing an essential part in human life. Special equipment have complex structure, changeable load, huge body, large area, dangerous, the accident would lead to death, economic loss, environment damage and other social impact problems. Currently, with the rapid development of economic, the number of special equipment increase year by year, and the growth rate of special equipment is higher than that of test and supervision resources. Therefore, how to ensure the safety of special equipment with limited supervision resources and manage special equipment scientifically and effectively become the major problems to be solved for the security supervision department of government and enterprise. Categorized management based on risk is an innovative way.Categorized management is based on risk assessment, special equipment are classified by risk level, and then different supervision approaches are used to match the special equipment with different risk level. This research reviews the categorized management of special equipment and other business, focus on the basic theory of categorized management, the practice of categorized management of domestic special equipment business, the supervision system design and concrete suggestions of special equipment business.First, this paper explore the basic safety culture theory of supervision for special equipment, including the concept, nature, procedures and risk theory. Secondly, study the current situation of domestic special equipment supervision, compare the different feature of nowadays categorized management. Then, a scientific, reasonable and practical categorized management, which combine the ABC management method with safety supervision and project management is raised for government and enterprise. The major works for government are administrative licensing,test and supervision. The major works for enterprise are the categorized supervision of safety responsibility system, safety input, safety training,safety checks and so on. Finally, four concrete suggestions of categorized supervision for special equipment are raised, including the implementation of law, promote the reform of special equipment test business and strengthen the technical support of categorized management.
