Study On The Evaluation Index System Of Engineering Construction Projects Information Disclosure Based On Fuzzy Integral

In today’s world, information technology initiates the acceleration of global economic integration process. Information as an important social resources and wealth,more and more becomes the representational resources of society. An important difference between the information society and the traditional society is that the information society has a new information symmetry structure between government and the public, establish and improve the government information disclosure mechanism has become a global trend. Government information disclosure is the requirements of the development of the information age, it is also the requirements of the development of democratic politics, and it reflects the degree of political civilization of a country.President Xi at the Eighteen Third Plenary Session proposes to effectively transform the government functions, innovative management style, strengthen the government’s executive power, and build a service-oriented government. The government uses website to promote the government information disclosure, strengthen the publication and response information, it is the government transform administrative functions,improve its credibility, so that the government information disclosure work can better serve the social development.Since the implementation of the "Regulations on Open Government Information" in 2008, on the road of construction of information disclosure, government website has many issues worthy of study, such as whether information disclosure is complete, timely and accurate, whether public participation channels are convenient, practical and effective, whether website design is beautiful, fast and so on. Through the government information disclosure evaluation, we can not only examine the problems existing in the information disclosure process, and can through analysis of the construction of mathematical models put forward relevant specific policy Suggestions, therefore, the evaluation of information disclosure is of very practical significance.Through the analysis of the engineering construction projects, we set up a set of universal applicability engineering construction projects information disclosure evaluation index system. At the same time, according to the established index system we design the corresponding questionnaire, analyze the collected data by using the method of λ fuzzy measure and Choquet fuzzy integral. By introducing Shapley value we consider the marginal contribution of index in the overall evaluation, making theevaluation result more scientific. Finally, as the empirical study, we select 10 cities’ the engineering construction projects information disclosure situation of Qingdao.According to the final result of the evaluation, we point out the existing problems of engineering construction projects information disclosure in the functional design,information transparency and public participation, and put forward the relevant policy suggestions.
