Based on the above purpose, in the introduction section of this article first explain the background and significance of the topic, summarizes the research status at home and abroad, introduces the research methods. Next, define and market positioning for short-term insurance in explanation. Moreover, it introduced the short-term insurance brief history and current development of business and the development process and operating characteristics in the UK and France. On this basis, the paper analyzes the seven major problems exist under the current mode, and come up with the idea that market will bring positive. Meanwhile, from the theoretical and practical aspects, focus on the government subsidies to illustrate the feasibility of markets.
